Information on Adoption File Transfer / Korean adoption policy changes

  • EARS (Emergency Action for Records Storage) is a community-based group created to make sure the transfer of adoptee records from the Korean adoption agencies to the NCRC is done safely and fairly.

  • Policy Change: Files used to be under the control of the four private adoption agencies

    • Holt Korea (HAP)

    • Eastern Social Welfare Society (ESWS)

    • Korean Social Service (KSS)

    • Korea Welfare Society (KWS, formerly SWS/CPS)

  • The UN Convention on the Rights of the Child (Article 8), states that as of July 19, 2025, Korean adoptions, both domestic and international, will be under the supervision of the MOHW instead of the four private adoption agencies
